Typically spawn North of the Goblin Hunter outpost 5748, -5462 
. Goblins will kill them, so if you don't see any kill the goblins patrolling the area. Occasionally one will static spawn in front of outpost 5494, -5338 . Watch out for scalebone skeletons and higher level goblins.
